Is Decentralization Leading to “Real” Decision-Making Power for Forest-dependent Communities? Case Studies from Mexico and Brazil

Type of media:
Article

Abstract: Decentralization of forest governance has been promoted as a way to conserve forests more effectively, while also improving rural and forest-dependent livelihoods. Prior to assessing the consequences of this decentralization trend, there is a need to critically examine the degree to which decentralization of forest management decision making is actually happening. In particular, it is unclear whether communities are securing legal authority and/or decision-making power over the forests on which they depend.

Communities help pay for ecosystem services provided by forests

Strontia Springs Reservoir, 30 miles south of Denver, Colo., looks like water you'd want to scoop up in your dipper. Sunshine and pine reflect off its aqua-blue surface. But 16 years ago, it looked more like a latte clogged with cinnamon bark. In 1996 and 2002, major forest fires scorched the Upper South Platte  River watershed. In the aftermath, heavy rains washed debris, burned logs and more than 750,000 cubic yards of sediment into the reservoir, which supplies over 7,000 acre-feet of drinking water annually to Denver.

We analyze one of the largest point-nonpoint trading programs – the Great Miami Trading Program in Ohio, administered by the Miami Conservancy District (MCD). Our evaluation focuses on the economic and institutional aspects of the program, including cost effectiveness, efficiency of bidding, transaction costs, trading ratios, and innovation.

se están degradando en escalas regionales y globales. A través de PSA, usuarios de servicios de ecosistema les pagan a dueños de fincas quienes proveen estos servicios por medio de la administración de los terrenos.
